When local government can't help you with hurdling the barriers they put in front of you to opening your business then do the following. Keep careful logs of time, date and names--they must be readable and accurate. Don't leave the counter without a phone number, or at least a business card from the city worker--you got their name right? Never get angry, be polite and persistent: Tell them they are an expert, and ask for their expertise. When you have been stonewalled, immediately contact your elected representatives--all of them. If you don't know who they are now, then get to know them. When you get stuck, get someone to blog about your troubles. Then call reporters and point them to the blog.
