What Charlie does
I have more that 23 years of aviation experience working as an Airport Planner and been involved in airport planning ranging from the smallest of general aviation airports, to commercial service airports throughout the United States. I have been responsible for executing all aspects of aviation planning, project development and developing narrative reports, airport feasibility studies, and environmental assessments.
I believe in providing my clients with a solid reasonable approach to the forecasting of aviation demands and an innovative design approach for runway and terminal area development. As a general aviation flight instructor and a former commercial airline pilot, he brings a wealth of leadership experience and a pilot's perspective to each project, as well as a high level of professionalism and commitment to each of our clients.
Most recently, I had the responsibility of holding the Inerim Director Position with the State of Oregon Department of Aviation iand served as an Advisory Committee member for the Hillsboro Airport Master Plan update in Hillsboro, Oregon.
I have recently won a competitive USDOT grant in the amount $875,000 for the cities of Newport and Astoria Oregon to bring commercial service to these communities. and have also chaired several meetings with CapeAir Aiir lines to gain support for the projects.

I have found that I have a knack for going the distance with projects I have a true passion for. Currently I am building a program that funds projects that teachers grant requests.

Copilot for the nations largest legacy airline. As a copilot, my responsibilities included providing safe transportation services for more than 140 passengers while operating a multi-million dollar aircraft. Providing leadership and management support to subordinate crew members and ancillary employees by being a team player, efficient worker and a fast learner. While in this position, I was detail oriented. I excelled at problem solving and multi-tasking in high stress situations. I developed extensive communication experience communicating with Air and Traffic Controllers, Flight Service Stations, company operations departments and dispatch offices. I also developed customer service experience assisting passengers and flight attendants with mechanical and medical emergency situations. As a Copilot, I consistently demonstrated that I was adaptable to a variety of situations and personalities, as well as being able to work well in a team.

My responsibilities as a Captain at Chautauqua Airlines included providing safe transportation services to airline passengers. I provided leadership and management support to subordinate crew members and delegated responsibilities to peers in order to promote teamwork, improve communications, and increase efficiency. I was responsible for the operational safety of the cabin and passengers during normal and emergency situations. I was responsible for applying federal regulations as a member of an airline operation. Working as a flight officer in the airline industry is a dynamic environment that has posed a myriad of challenges and rewards.

Project Manager, Airport Planning
I was responsible for managing and administrating regional airport system planning meetings at numerous airports in the State of Texas. Site visits were made to each airport in order to ascertain the general condition of the airport facilities including: terminal buildings, hangar structures, airfield lighting and marking conditions, pavement conditions of the runways, taxi-ways, apron areas, terminal areas, hangar areas and entrance roads. The information obtained during these site visits was used to facilitate the public airport planning meetings which included the participation of local elected officials, airport managers, civic and business leaders of the community, local citizens, aircraft owners and pilots. The resulting information gathered during the site visits and public meetings was then incorporated into the state airport system plan, and also used to update the five year capital improvement plan. Reviewed and evaluated planning and environmental reports, work scopes and cost proposals. Responsible for providing technical assistance to Airport sponsors. Developed agency policy and guidelines on interagency coordination and integrated environmental actions for airport improvement projects. Participated in meetings with community groups and elected officials.
CITY OF HOUSTON, DEPARTMENT OF AVIATION
Airport Planner
I was responsible for assisting the Chief Airport Planner with directing and managing the Airport Master Plan update project at the Houston Intercontinental Airport in Houston, Texas. The Master Plan update included an access study, a terminal expansion plan, a roadway improvement plan for the entrance road and the service road, an apron expansion plan and an apron rehabilitation plan. I was the planner responsible for relocating the downtown heliport in Houston, Texas. The Relocation Plan included a site selection process, design plans for the heliport and terminal building, emergency access and egress plan, an environmental overview, and an analysis of the airspace for the arrival and departure corridors of the heliport. I was a planning team member assigned to complete an Instrument Landing System Environmental Assessment at Ellington Field which is a Joint use civilian/military facility and a NASA Training Center. I was on the planning team responsible for overseeing the completion for the proposed Houston West Side Airport Environmental Impact Statement. My duties included site visits with environmental organizations, reviewing and commenting on the draft reports delivered by consultants, and presenting the final report to the FAA and local environmental organizations. I assisted with the process of conducting public meetings which allowed citizens to comment on the EIS. As an Airport Planner for the City of Houston, I assisted the Chief Airport Planner in developing long term goals for the Houston system of airports, including the Planning Department's budget and for obtaining FAA grants for land acquisition projects, construction projects and planning projects.
HOUSTON-GALVESTON AREA COUNCIL of GOVERNMENTS
Aviation Planner
I was the senior planner for the update of the Reliever Airport System Plan for the H-GAC which is a Metropolitan Planning Organization that encompasses 13 counties surrounding the city of Houston, Texas. I was responsible for the development of rules and policies designed to clearly define parameters determining what airports should be designated "Reliever Airports" in the H-GAC Region. The purpose of reliever airport planning project was to evaluate all of the existing and planned airport facilities in the H-GAC region in order to determine which airports should become eligible for reliever airport funding. I was responsible for developing annual budgets to complete capital improvement projects identified for the airports selected to be designated as reliever airports. I also developed both five and ten year capital improvement plans for the designated reliever airports in the H-GAC region. I was the manager of the Houston Airspace Plan which studied the airspace surrounding the Houston Hobby and Houston Intercontinental airports to determine what impacts the existing and proposed reliever airports might have on the arriving and departing traffic at the two commercial airports in Houston Texas.
