hey mike, this has been a big topic on a design listserv i subscribe to, kernspiracy.com. while crowdsourcing is newer, i have seen these spec-type ads on craigslist for awhile now too, and my feeling is that these people were never true potential clients to begin with, because they don't value what design can do for them. dan pink puts it best in "a whole new mind" when he says that anything that can be automated or done easily & cheaply with software is not something we can expect to make money on in the future. it's in how we think and continually reinvent approaches to communication that help our clients stand out. and we can help by educating people on how design makes a difference. beyond that though, there will always be people who want design services, but don't see the difference between brand discovery and clip art. and so, for them ... clip art.
