As an established expert in Russian and Eastern European affairs, Louis O'Neill was in a unique position to help the small nation devise policies for sustained economic growth and civil freedoms. One of the larger challenges Mr. O'Neill faced is the relationship between Moldova and the region of Transnistria. Mr. O'Neill worked with representatives from both parties to resolve the Transnistrian conflict peacefully, taking steps to honor the culture, language, and traditions of those on the left bank of the Dniester. All of Mr. O'Neill's work fed into the Organization for Security and Co-operation in Europe's larger goal of reforming the legal and electoral systems of the Republic of Moldova, ensuring the withdrawal of Russian armaments and soldier from Moldova, and protecting human rights.

A former White House Fellow, Louis O'Neill was a highly accomplished attorney before he accepted his non-political, expert-level ambassadorship with the Organization for Security and Co-operation in Europe. Mr. O'Neill worked out of New York as an Assistant District Attorney under Robert Morgenthau. As a member of the Special Prosecutions Bureau, Louis O'Neill was involved with cases of organized crime, arson, insurance fraud, and forgery. Prior to working with the New York District Attorney's Office, attorney O'Neill was an Associate in the New York City law firm of White & Case.
